Makes me wonder if he was known as Frances by those around him.
"Sissy" made me think about Cissy, sometimes used for people named Cecilia.
From there the jump was obvious to another Cissy in history; Princess Cecilia of Sweden. Not a exactly what is usually associated with sissies though:
Among other things she was known for
* various sex scandals
* being a genuine pirate princess
* being a friend of Queen Elizabeth's (until she tried to welsh on her English creditors)
