I'm having trouble accessing some websites. For example, I'm able to access this site but the Whately Academy site is timing out. Also SOL (stories on line) storiesonline.net is timing out. There are some other sites, like gamesgames and agame that are timing out. So, can anyone give me a clue as to why some sites are timing out and others (like this one) are not?

I'm certainly not a techy, but I occassionally have similar....
issues. I manually disconnect my computer from my internet connection. Then I shut the modem down for 30 seconds. Then I re-connect everything and the issues clear up.

Well, timeouts can happen
Well, timeouts can happen because of a lot of different things.
Resetting your router/modem is a start, just in case it's a local problem.
Most people think of the internet as a 'cloud', where everything goes straight to the destination (thanks, media, for making sure everyone gets the absolutely most wrong information possible). In reality, the internet is _exactly_ like a network of roads, or even the 'hub and spoke' of airlines.
Your internet travels on a 'back road' until it reaches a 'town'. That town consolidates all the 'back roads' to the people in your area. Then, it goes on a larger freeway until it reaches a major city. That major city consolidates lots of 'towns' in the area. Then it goes on a superhighway to another major city, and reverses the direction until it hits the 'back road' to the site you're looking for. (This is VERY simplistic, of course). If one of the 'roads' is washed out, the city or town tries to re-route through other cities and towns, but it isn't always able to.
The worst case I remember was back in the 90's, where the big fiber backbone in Canada that connected the East coast to the West coast was cut, and it was days before most east/west traffic came back online for normal purposes.
I'll get a life when it's proven and substantiated to be better than what I'm currently experiencing.
Slow download
Try hitting the 'ESC' key a few times then the 'F5'. This will stop the download and restart it. Do you have multiple tabs open? One of them could be running a script and trying to download something, I have this problem with the PCH site their pages are bandwidth hogs. Look at the tabs and if you see something indicating activity you may have your culprit. I know Chrome has a task manager for all the procs it is running, so look there.

Huh?
Apparently, my modem only partly installed... So right now my cable company is working on getting it to work. It was odd to get this site and youtube, but not SOL which is pretty much entirely a text site. But just now the mmorpg I play just came up. So I can waste lots of time and not do the writing I should be doing :P
