Probably nothing serious - likely just genetic manipulation
The Chinese government is probably conducting secret genetic research and one of the subjects escaped before they could clamp down on the propaganda. So they passed it off as an oddity.

Since these are they early experimental subjects...
It will likely take about 20 to 25 years before all the soldiers in the Chinese army have all the enhanced traits possible.

Sure it is a hoax ...
But it sure is a great story idea. :)
Low Light
I have had the ability to see in low light. When I was younger my parents and teachers complained that I needed to put on a light in order to read. I let them put on the light to appease them. Now, at age 65, I need glasses to read in that low light. Bright light can hurt my eyes. My seeing is not exactly in the dark, but it is close to it.
