Four teenage boys who were disciplined for wearing PE shorts to school on the hottest day of the year so far, stage a protest by wearing skirts instead.

I believe the story is among
the stories from 'Angharad's Story Treasury' and is called 'Let Him Wear A Skirt Then.'
If my memory serves the premise is that the boy in question is chastised fro wearing shorts at school during a rather hot part of summer, and his mother sees the loop hole in the school rules and sends him to school in a skirt.
They don't have the legs for it
Oh well.
So what do they wear underneath? ;)
