Well, I don't think I'm breaking the law. Someone mentioned the program "Waterloo Road" and I decided that I wish to watch it, but somehow, this sort of programing is blocked between the North Amercan Colonies and the UK. Had heard of a thing called URL Anonomizer and downloaded Expat Shield, hoping it would be useful for several countries.
At first, I knew it gave me a url in London, but now I think it might be San Francisco, but I can still get UK programing. This means I probably do not know what I am doing.
So, does a URL of 10.200.xx.xx mean anything?

It is an IP Address.
The first number is the main one. And 10 means it is for an internal network.
10 is NOT broadcast over the Internet. It is used as a network address for Big internal networks that Colleges, schools, IBM and MS would use in-house. These are usually attached to a Proxy of some sort with an external IP, say 80.20.xxx.xxx.
So the Websites see 80.20.xxx.xxx, this is transposed by the proxy/NAT to 10.200.xxx.xxx, which is then routed to you.

Some ISPs hide their subscribers behind private network ranges like those you quoted above. This allows them to squeeze more users onto an ever-decreasing number of available routable numbers. I believe this does happen in parts of the US.
Technically Gwen is doing something illegal since she is viewing programming for which there is no reproduction agreement available in her country. Personally, I wouldn't get too bothered, especially in the US. Now, if she were in Iran or North Korea or... that would be a cause for concern to the authorities.

I was listening to some guys speak on Reuters and they said that the US Internet is the slowest by a huge margin of all the Industrialized countries. They said the problem was owing to the lack of infrastructure.
I am sure that part of the problem is that the US is just so much larger than France or Germany, for example. So, it just costs a lot more to install the fast cabling and stuff.
