Not sure if I should label this as NSFW ("Not Safe For Work"). Maybe someone else can offer their opinion on that. I'd call it tame, except for the fetishy aspect of it, at least by lingerie standards.
It's a picture of a group of 9 scantily-clad lingerie models, outside of a London department store, with a passing bus in the foreground and the driver clearly gawking. The women, in formation, are viewed from the rear and wearing indentical outfits, something which could best be described as storm-trooper-inspired lingerie with hats and boots to match.

Any dictator worthy of the name would have at LEAST required strutting in lockstep. (You know, the same stocking and stilletto clad leg sashaying foreward at the same time and wiggling their tushies in synchrony. Probably even making sure their breasts bounce in strict cadence to the beat of a snare drum. Ooooh it gives me goosebumps just thinking about it.)(Ok - YES - I admit it, girls turn me on BIG time. If that makes me a dirty old - well - TGer - I accept the label.)
Aw heck, if they were coming to take me into their secret headquarters for intensive sexual harrassement, I'd go with them though, despite the shoddy timing.

P.S. The funniest bit of the picture is the bus driver, whose eyes are riveted, and not on the road. I suspect his jaw has dropped as well, but the angle is difficult...

My guess is
As they are all dressed the same, they are extras for a pop video shoot (or something similar).
If that pic was taken recently, they probably have some kind of case against their employers. Temperatures in this part of the UK have been around 0 C /32 F in the last few days.

These girls are obviously dancers from the cast of 'Springtime for Hitler', reporting for dress rehearsal. They live together and take the bus to work. Nothing to see here, move along... :)
