Native Americans have always had good will towards lgbt especially transgender. Transgender people are considered blessed spirits in many cases. State and local laws are enforceable on reservations those are considered almost a sovereign country. Only Indian Affairs and FBI can enforce federal laws on reservations since they have their own court and police system.
