That's the "old" version...
They're up to a Version 6 now... (And more on the way). BTW - the organization is now called WPATH.
Here's the latest Standards of Care in PDF for from the WPATH web site.
Another point is that these are GUIDELINES not RULES. Each of us gets to the point via different paths and have different needs.
