Mom (Erin) answered a question for me a few days ago when I checked on a few of my stories with the comments section disabled. I couldn't find the voting button! The story did register the hits but no one could vote for it.
I asked her...
"Question. Does it matter when it comes to voting if you have the comments turned off?"
Mom Answered...
"No comments, no votes in most cases

I had people who wanted no comments and people who wanted no votes. I came up with one solution for both of them. I can turn either of them on or off for a story but I made one way for people wanted to start off without votes or without comments. Otherwise, I would have had to make three ways that were different than standard."

Not quite...
It's more complicated than that. I can turn comments on or off for individual stories. The "Fiction" type submission has comments on by default and allows voting. The "Story with comments off" submission type has comments off by default and does not allow voting. I can change things after posting from one type to another. This does not mean it isn't a nuisance to do so. :)
