...of word counting?
There are no hard and fast rules beyond the obvious cases, just whatever each application decides to do.
Hyphenated words, punctuation, titles, metadata, markup, ... A difference of a few percent here and there is very lilely.
After editing
I posted this blog post before I looked over my story and spotted a formatting error that inserted a word. So after editing that out, yeah, 21009 would be right.
