In a world with supers and magic (not Whateley), a trickster god (Loki?) has stolen the power of other trickster gods, and appears over the Earth as a spaceship from another world. He announces that they find the distribution of powers on Earth unfair, so they will grant powers to anyone who asks. Chaos ensues, keeping existing hero teams busy helping people who get in trouble with their unmastered new powers and fighting new supervillain wannabes. One existing villain group meets in the castle of their leader (?), and decide to hold off doing anything until they get a handle on it all. The trickster declares them no fun and blows up the castle.
Last I saw, it was unfinished.

I think it was part of the retcon green lantern stories

(OK, I didn't read any of the Retcon stories, so I suppose there might be a similar plot there. But everything in the E-Girl story matches the description exactly, IIRC.)
