It wont fly
I don't think this will happen... too many people still see transgenderism as a "choice". Hell, even homosexuality still has this problem, though it's getting better.
Most people would get angry thinking that their tax dollars would go towards what they consider as "cosmetic" surgery.
It might not fly,
but it definitely won't if no one signs the petition.

Veteran
As a Combat Veteran who's only health care is via the VA I highly endorse this petition. I am presently receiving my transition care from the VA and it pretty much consists of only HRT at the moment. I have seen my Endo more often than my Therapist.
