not really that great
Only affects federal govt job and contractors hired by federal govt.
Still its a step. If nobody does anything that makes the press go nuts... then perhaps it could mean a positive example for future legislation.
Then again what President would rescind that order because that would be like saying... okay from now on... lets round them up and beat on them.

loopholes
As usual their is loopholes and I bet that they did not address sub contractors which is done repeatedly by companies that contract with the federal government just to get around federal and state labor laws.
