I'd guess it depended on if
I'd guess it depended on if it was the light side or dark side - assuming it was the reflected light that caused the problem. If it was the tidal gravity effect that did it, then all bets are off. They'd probably be hairy the whole time, as the gravitational pull from the earth would be vastly more than the moon provided while ON earth.
I'll get a life when it's proven and substantiated to be better than what I'm currently experiencing.

… will finish a werewolf so I guess they don't need air to breathe although howling could be a problem as in space there is no sound…

She Could Stay As A Wolf
By running around following the orbit, since the moon only rotates once every 28 days, she could stay at full moon all the time. That way she wouldn't need oxygen, but as someone else pointed out, howling would be a problem.
Alternatively she could stay on the dark side and never become a wolf, but then she would need air and consequently a space-suit. Love you Laika,
