Mine did. Though it would probably be advisable to also have the hormones monitored by an endocrinologist.

I'm in the UK, over here I found that I had to see Gender specialist first but once prescribe my General practitioner was able to take over issuing and monitoring my meds.

proscribe or prescribe?
English is screwy, one letter makes a huge difference. :)
Proscribe means forbid, prescribe means order.
And yes, anyone with a medical license can prescribe any legal drug for (almost) anything. The exceptions vary from country to country and even jurisdiction to jurisdiction inside countries but they are all trivial and almost all involve the so called war on drugs.
