is the "make-link" button in the mini-editor above the comment (or body) block. Type the text or title you want make into a link, go back and highlight it, click the make-link button, a box appears with two blocks to be filled in. Fill in the link in the space provided (I tend to copy and paste from another window's URL block)and the type in the optional title if you choose to do so.
