This is a side-story which accompanies Somewhere Else Entirely. It works best when read following chapter 114 of that tale, although it can be read as a stand-alone by anyone who is familiar with the setting.

No, it is exactly as intended.
This is a kind of shield used by armored knights, where the dip in the top edge is there to allow the rider to rest his lance.
This would, of course, only be useful for jousting, where the opponent passes to the left, and not on the field of battle, where the lance would not cross the animal's neckline.
It also has no bearing on the storyline at all.
