The left part is an homage to the working class penguin, one who will never be an Emperor. Meanwhile the right part is the sound that would be made if Fred Flintstone were to bonk the 8th turtle with a bone when playing the xylophone. Lastly the colour of the symbols indicate that the solution to global warming is to build a giant cotton candy machine to replace the ozone in the atmosphere with sandwiches made out of bicycle parts on a nice multi-grain bun.

I'll take a stab at it.
The toe requires a 90 degree bend of the foot while the arch must bent nearly 90 degrees the opposite way thus forcing the foot into an 'S' or 'Z' shape. Diabolical.
