Internal function

Highlighting and other functions are internal to each Kindle and don't get aggregated. I'd have to test it but I think highlighting holds true between my Kindles because the book is in the cloud but it's my book so the should notes carry over just like what page you are on. If so that means that Amazon could possibly access and aggregate such date but doubt there's any motive for them to do so unlike page counts which are necessary for payment under KU.

other people have highlighted. I love that, seeing what others have decided are great pieces of writing.

Some books I highlight a lot of phrases, some I don't. For example, Lois Mcmaster Bujold books end up with lots of highlights.

If I were an author I'd be pretty curious what was affecting readers. Seems like Amazon ought to look at adding that feature. Would be great feedback.
