They drive her to the brink of suicide, and now they threaten to add 9 years to her sentence and torture her the whole time for attempting suicide.

The price of failure
Attempted suicide is a criminal act in civilian life. Its not usually a jailable offence, it paves the way for court-ordered commitment. Being involuntary they can keep you as long as the doctors wish and your money holds out.
I can only imagine what the military attitude is. But the military seems to take the attitude that your body belongs to them for however long you're on the books, so I can guess they might view it as an attempt to deprive them of something that belongs to them.
Such is the price of failure.
I went outside once. The graphics weren' that great.
punishing attempted suicide
I have no idea why someone was troubled a Manning was chose to go into the the army, and I have no sympathy for her crimes, but punishing attemped suicides makes no sense.
