Can someone please explain why the voting mechanism works sometimes and not at others?

Need more detail of what you see going on. :)
Voting is only for people who are logged in, and you can vote on a story only once a month.
If you're having trouble voting when you're logged in, log out then log back in.
Various versions of IE and Netscape do not work well with the javascript voting code. Even a few versions of Mozilla-based browsers (like Firefox) have problems.
