For most I have met that are in this type of relationship, they are the submissive half, and it is being "forced" to dress like that which is used to demonstrate their submission to their partner's control. In reality, in all D/s type relationships, the final control does sit with the person giving control up in the scene(s), the Dominant person MUST stay within the limits the submissive person set, pushing those limits is acceptable, but going beyond them frequently ends the relationship.
In the feminization fetish scene, invariably it starts only in private, between the two of them. Over time the Dominant member pushes the submissive into being more open, with it being acceptable finally to attending a public event, traveling there already dressed up. That is comparable to a Transwoman's first public outing in the emotional impact.
