I could use some fashion advice. I am working on my newest piece, and I would like to include a dress that would flatter someone with darker skin (She is from Hawaii, and has some black, white, and native Hawaiian ansestry) Any ideas, anybody?

Think Hawaiian Shirt
assuming a "normal" body type (whatever that is) I would go with bright florals. Think hawaiian shirts. I've seen these in the islands, and without being stereotypical they are quite common.
