Sorry . . . I could have sworn I bookmarked this one but. . . . .
2 guys are pledging a franternity. They are legacies, and the current leadership feels somewhat threatened by them. They get a sister sorority to put the two guys through Hell Week.
One of the Sisters is skilled with stage makeup and costume design and uses appliances (glued on, I think) to feminize them Each day has a new challenge, all very feminine. Last night challenge gets out of hand. Two sisters are 'punished' by the Sorority leadership for going over the top. Last chapter has the Fraternity presenting to Greek Council and some faculty, and being challenged for singling out these two. Pledges act to shield Sorority from blame.
Bugs me I can't remember it.
