Universes
Go up to the ++Organizer creator: https://bigclosetr.us/topshelf/node/add/book
And create a universe page, then you can announce it in a blog with a link to the page and I will add it to the Universes menu.

For the most part, you write a draft...
for yourself ( and others once people show interest) that defines the "rules" of the Universe. For example, I have one written out for my "Rut" universe that I use. Let me find it.
Rut Universe Concept:
A summary of the Guidelines and rules of the Universe, timeline, etc.
Characters:
(descriptions of characters)
Time table -
( timetable of the events in the story, for reference)
Oops, I thought you meant how you write one for writing purposes. Not technical methods.
Evolution
Keep in mind also that most universes undergo some evolution before they "stabilize". Even if you have worked for years over their rules, timelines etc, be prepared for the others to find a lot of missed inconsistencies there. If you permit them to offer ideas, you will also see many ideas that will be worth including, or even modifying the universe for them. It might take more than an year for an universe to stabilize well.
