A few years back, possibly more there was a story (series). The base line of the series is there were kids that go through a change and get powers.

When the change takes place It was usually a spectacular event..

There were two opposing groups attempting to find these people and have them join their organization. One of the groups (this group is what all the stories are in) was formed into a military type of outfit. The powers ranged from being able to create earthquakes, to throwing electricity, one could creat gasses (flamible, ordor ect) and so on. Does this ring a bell with anyone?

As I recal the age range of the people that transitioned were post puberty to young adult.
