It's like saying something is "very" unique. Unique is an absolute so the "very" is meaningless.
A written statement is an opinion. Placing IMHO before it is redundant and meaningless.
A closer similar mis-usage would be those asses who say "I'm sorry, but . . . ." It's quite obvious they're not at all sorry. In fact, they're normally devilishly happy to be able to verbally stomp on you.
IMHO, the quicker we can wipe out the unctuous IMHO, the better.

Intergalactic Martian Housing Organization
The Intergalactic Martian Housing Organization, or IMHO for short, is dedicated to finding homes for all of those little green men who have been ousted from their various homes across the cosmos. With major branches located in over six hundred star systems and New Jersey, it is the largest housing service in the universe, with over nine trillion Martians placed in caring homes.
Recently they have been under some attack due to a rather large community being swallowed by a black hole that detractors claim the IMHO was aware had been forming for some time and yet had done nothing to warn the residents of, but it is expected that they will overcome these charges with minimal fuss and will continue to serve the Martian governments for many centuries to come.

In an existential sense...
...it usually means that the writer is afflicted by the tragedy of untreated malignant acronymomania, which is thought by some researchers to be linked to a recessive gene carried on the Y-chromosome, although some few women are similarly-affected.
Other symptoms include never spelling anything that can be indicated using the keys in the top row, or pasting "I ♥ [fill in the blank]" bumper stickers on their pickup truck.
These unfortunate people can be helped!
With group counselling -- or individual psychotherapeutic intervention in otherwise intractable cases -- most of these unfortunate individuals may eventually be able to lead normal and articulate lives.

...with the possible exception of Leet, but then Leet involves quite a few tricks with the top row, so it's not exactly an independent counterexample. I suppose one could trace some relationship between texting vocabulary and Leet, since there's some considerable crossover. Then again, Robert Heinlein made fairly extensive use of an ancient version of Leet in Time Enough for Love and other stories, which either proves or disproves the point of my joke... or maybe not.
Most boys were lucky to be able to grasp the rudiments of Pig-Latin, whilst the girls had already progressed to Ubbi-Dubbi, Double-Dutch, Gibberish, and many local variations, not to mention The Name Game by Shirley Ellis, later covered by Divine.

In my experience IMHO is stated to mean "In My Humble Opinion"... From someone whose opinion is anything but humble. :-)
(This is why I tend to use IMO - instead... (As I've been called an opinionated b****/b****** more than once online - though never in real life.) I feel it's probably a more "accurate" intro (for me)... BTW (By The Way) IMO is a TLA (Three Letter Acronym) for "In My Opinion" as you probably already guessed (or read from at least one other responded.) and TLAs are far superior to FLA (Four Letter Acronyms) as FLA is a TLA.

Strangely enough
I use IMHO when I want to put forth an opinion of mine while trying to make clear that I don't want to push my opinion on others, nor do I pretend to have any particular knowledge or skill on the subject. Like discussing religion.
IMO is used to indicate that I feel my opinion has a basis in fact, even if others might disagree with me. Like discussing politics.
When there is no qualification I feel my comments stand on their own. Like if I leave a comment over on dA saying a piece of art is beautiful. I see no need to qualify or support my statement. I might point out areas that I felt were particularly eye-catching, but that's not in any way needed to support my comment. It is beautiful, and anybody who can't see it is blind.
I suspect others use these in similar ways, so I think people better get used to seeing them. Like emotes, they fill a need to add more feelings to the sterile black on white comments.

If you think computer systems are bad for causing alphabet soup (and lets face it, even before Microsoft decided file types would be denoted by a three letter suffix to file names, acronyms were endemic), try working in the ICT (Information and Communications Technology) arm of social care...
Currently we use: CIN, CLA, LAC, CP (two different expansions!), IA, IB, IC, DPB, FFA, ACP, CF, HH, IPA, AP, DfE, DoH, CQC, SS, AC, CS, AHCS, CYPF, OPPD, OPMH, LD, ICS, IDS, CAMHS, DPs (and probably half a dozen others I've forgotten!)
Not to mention people who still refer to things by historic names such as: CRMS, DFEE, DFES, DCSF, POVA, CSCI, CAMS.
We also meet exciting terms such as "Reablement" "Personalisation" and "Safeguarding", and depending on who you ask, the people needing social care are either customers, clients or service users...
