A lot depends...

...on whether it is a specific dorm set aside for TG students, or if it's just preferential room allocation.

Given that the three options presented to TG students are single room, room with friend, room with randomly assigned student; the latter sounds more likely.

It's probably that last option (which is presumably the same as the general student population) that has raised concerns. I suppose they can't ask the regular students on their application form "Would you be happy to room with a TG?" - for starters, I'd imagine not all TGs would identify themselves as such on the application form, so it would create the false assumption that the uni knew exactly who every TG was on campus.

As for the attitudes of potential room-mates, I suppose there'd be three broad categories: "Not on your life!", "No problem!", and "Depends on how passable they are." Of course, the latter category contains considerable variation - not least of which is whether the TG student is identified as such before or after they're introduced to their potential room-mate (and, crucially, had a chance to chat). If before, the potential room-mate would probably set a far higher standard for acceptance than if they'd had a chance to meet and chat before the revelation.

Fresh from his success in THE STUPID TWINS MOVIE, Adam Sandler (nevermind that he's 47) plays a scheming college student who pretends to be transgender to get a single room and all the other groovy gender-minority perks, only to learn that the life he's faking is no bed of roses. He saves the LGBT meeting from the crazed religious-zealot bomber, gets the girl (when she realizes she's not REALLY a lesbian), and even gains a surprising degree of maturity, diversity awareness and so forth (that moving apology speech he gives at the end!) ..... or at least until his next wretched film.

People laugh at Adam Sandler and that's what he gets paid for. Thirty years from now people will be studying him in film school and will wisely say, "He was big in Finland." :)

Rather than a step forward

Rather than a step forward as some have claimed, this is a step back into segregation. What else can one expect from a southern state with such a long experience in segregation and ghetto building?

Segregation would require transgender folk to take separate rooms, and if none were available, keep them out. In this case, the policy is to allow the transgender person to choose whether to be in the general population or not. Also, allowing those who aren't transgender to choose ahead of time to exclude having a TG roommate would amount to de facto segregation, just as providing vouchers for private whites-only schools would be a return to segregation. These guys appear to be trying to do the right thing, rather than trying to warp the rules to get what they want.

And, Florida isn't really a Southern state, it's an Eastern state that is way down south. :) The northern part is like Georgia, the middle part is like California and the southern part is like New Jersey. It's kind of unique. You ever heard a Cape Canaveral accent? It sounds like someone from Trenton or Newark. :)

Confusing

I was not sure what to think of it. If you passed, were a young post-op you would not want or need this and if you had your records straight you may not even tell the school admin.
If in transition would it help or hinder? Being special sort of puts you in a display case and thats not good either. If you were trying to integrate with the rest of the student body and they put you in with another tranny then the Two's a Crowd rule would apply and your chances of fading in would be obliterated.
The only part that seems beneficial is that they could put you in with someone who did not mind. Having a roomie that was cool with it could let you relax and focus on getting an education rather than keeping your guard up.
