Stan I think that is a stretch. I've seen the episode ( actually both of them)
While the Star Trek us definitely a body swap classic, the Doctor Who episode none of the people were still themselves, they had no memory of being them, and did not remember being the master after.
With the exception of seeing the Master in womens clothes as a comic relief I would not call that a tg episode.
A prior episode that is a better example is "New Earth" where the character Cassandra body swaps with Doctor 10, first episode Series 2, Season 28.
Cassandra is female though her body is only a face stretched out like parchment and has to be continually misted for humidity. In this episode they play with the transgender aspect while she is in the male body.

My point was really that "The End of Time, part 1" which aired on Christmas day 2009 was hardly the first time there was a transgender episode in Doctor Who. I was not claiming that it was the first, since there are many years of episodes have no knowledge of, especially pre- Doctor 4.
I stopped watching when Colin Baker was the Doctor as I could not stand his Doctor.
