Headlines can give such a misleading idea.
The one in the subject was the headline I saw on the Telegraph's front page. Which got me thinking, indignantly, since when are they handing out asbos for crossdressing?
So I clicked on the link. The slightly longer headline on the page itself now said:
"Man 'breached Asbo by dressing as a schoolgirl'"
Hmm, ok, dressing as a schoolgirl a bit... Read on...
Turns out this is a 60 year old man hanging around primary schools dressed as a schoolgirl... Okaaaay, we're getting closer to the story now, and close enough, methinks...

It's a shame though, that the distinction will probably miss most people, between a sane crossdresser and a nutter who's nutteriness involves crossdressing...

I have to wonder...
if such a thing would ever fly in the US. The Bill of Rights is quite explicit about freedom of speech and expression. The limiting factors are clear and present danger (yelling "Fire!" in a crowded theater) and things like public nudity. Disturbing the peace is the closest offense I can come up with -- but that generally involves loud music at three in the morning, and stuff like that.
So I guess I have the unalienable right to dress like a school girl and hang out around the school -- as long as I stay off the property itself.
Me dressed in a sailor moon costume? That just might constitute public indecency. [snicker]
Wrong area to do such a thing
... School zones are very sensitive areas to parents and people will rather err on the side of caution for this kind of stuff. There are a lot of real predators out there in the world - trust me, I was 16 and was 'touched' once - one never knows.

I don't think they could actually charge me with anything. I would probably end up with my picture in the papers, some hate mail, and other nasty things, but the law wouldn't be able to do much except carefully monitor me and just wait for me to step one foot into the school ground or go one mile per hour over the speed limit or some other such thing.
Since the ASBO thing doesn't exist in America, someone would probably find a way to take out a restraining order. It would be kind of difficult to justify it without any actual harassment or threatening behavior, but it would probably be done.
I understand that the person in question went beyond innocently standing there, so it isn't really a fair comparison. If someone was acting that way in America (sidling up to the girls and making lewd comments,) a restraining order would be easy to obtain.
Anyhow... How would I feel if it was my nine year old daughter? Probably about the way I feel about having to collect our eight year old son at the bus stop because the neighbor boy (we have ONE set of neighbors, and lost the lottery) is a bully.
How would I feel? About the same way that most people feel about 'cross-dressing perverts' (or whatever degrading term they choose to use) living in the same world with them. I worry about the guy's motives, just like a lot of the world might wonder about the motives of the people who visit this site.
This is where we get into the realm of prejudice versus prudence. If this guy is approaching the girls and making lewd comments, he is stepping over the line. He may be relatively harmless, but I wouldn't want to take any chances.
If he's just standing around in his sailor moon costume, I would chalk it up to eccentricity, but still be wary.
Of course, if anyone, male or female, hangs around the school without a visible reason, it would be prudent to be wary -- no matter how the person in question is dressed.
The guy in the article may be as harmless as some of the people on this site that suffer from age/gender dysphoria, or he may be Uncle Pervy. I have to wonder if he has been psychologically evaluated.

The thing that really prompted the order however was sidling up to schoolgirls on their way to/from school and commenting about a lack of underwear, or so the papers report anyhow. I believe, looking at the photo that the Sun have, that I have met this person, whom was wearing the uniform to our local girls school at the time and all I can say was I got the impression that there was an obsession (almost fetish like) with high school girls uniforms. Whether it was innocent or not, it is not the done thing especially with the current hysteria over paedophilia and the like. The thing is though, it reflects poorly on the entire transgender community. It takes all sorts....
