I was reading my AARP newspaper (organization for retired people)and found a article about the opening of a LGBT center in NYC that will help with the following, Caregiving-Financial Planning-Employment Assistance-accessing Healthcare and for those that have HIV. The center will serve about 300 people, now if other cities would do the same thing what a beautiful world it would be.

I find it insulting
that there is a need for such a centre, what's different about gay, lesbian or transgender people?

Just the fact
that you include hiv into this makes me wary, I mean the other stuff is great healthcare and all. People get sick it's wonderful that they get support.
HIV, however is something that can be avoided just by having safe sex. I have no sympathy for people who know the cause of the disease and choose to ignore precautions.
That said, I also understand that it can be transmitted in other ways and that's what hospitals are for.
Other cities have had such centers for a time
San Francisco has had one since 2002. San Jose, CA has had the Billy DeFrank LGBT Center since 1981. Berkeley, CA has had the Pacific Canter since 1973. Denver, Colorado has "The Center" aka 'Rainbow Alley'. Portland, OR has the 'Q Center'. Seattle and Los Angeles have centers as well.
But New York has has 'The Center' since 1983, which has over 300 GROUPs meeting there, according to their web site. So this one you mention must be a new, much smaller one. Chicago has the Center on Halstead.
I'm sure there are centers in some, but not all large cities and metro areas.
And yes, HIV testing is part of the programs in all of the centers I've listed.
Many people do not pay attention to the warnings, thinking, 'It will never happen to me', just as with many other activities such as driving drunk.
In the Trans part of the community, there are many Trans women eking out a living as prostitutes, the majority of them recent immigrants who have not had training in protection. The center tries to provide that, too, IF they can get them to come on.
