There is always
Laura's Playground where everyone is able to read up on latest events or if needed/wanted they can sign up for the chat room and talk to others that are like minded.
Since the chat room is Moderated and watched pretty well I think this is a safe offer.

LG Tales
A few people and Myself are currently working on creating a site full of the more innocent/gentle/sweet examples of TG Fiction. But it's geared towards adults that want to regress more so than children. As such we are putting in the age 18 requirement. We are allowing the inclusion of some of what we call "Coerced Change" stories which are at the mild end of what is generally labelled "Forced Fem",..., but we are trying to keep anything sexually explicit out. But some stories may include brief refrences.
The site is: LG Tales and our rules can be found HERE.
At this moment, we are having an issue with an upgrade that is preventing authors from being able to log in to the "Stories" section and post/update stories, but all the posted stories are still readable.
Whilst I won't recommend a minor go directly to the site, perhaps an parent/guardian could filter out the appropriate stories for them.

P.S. Oh yeah, we are also mixing in classic stories from Project Gutenberg that we feel mix well with the site.
Kid Friendly
The "Selected Themes" subdivision of the "General Audience" rating here at BC is supposed to be used for stories that would be appropriate for younger readers. Unfortunately, there is no policing of the usage of this rating so each story would have to be examined before being printed out or read to a young person. For various reasons, including wanting to offer adult reading on this site, I do NOT encourage underage readers but I have tried to make reading material for younger audiences findable for those who want to print out for or read aloud to a young TG audience.

Kid friendly?
I'd consider most of Angharad's stories to be safe. In fact, I believe some of her stories were specifically written for "Herself". I wonder how she is doing? I'd certainly consider "Gift of the Unicorn" to be safe.
Actually in the final analysis, there are no sites that I would consider safe for an unsupervised child. So, as a parent, there just is no way to get off easy, and allow ones child to potentially run amok. Still, there are many stories here that are in my mind simply adorable.
I don't think a single thing I have written is fit to be viewed by a child.
Many blessings
