Gee, moved into this place July last year.
since Dec 10 this is the 3rd round of pneumonia. :(
I gotta find a new place or I'll be dead at this rate.

Is there an agency responsible for safety around?
If there is one in your country, you can ask for assessment and claim damages from the owner if there are some dangerous factors there...
yup, but not going that route.
if I actually get hospitalized from it my priority on "affordable housing" list skyrockets.
and my current landlord has been informed about the environmental issues, has been addressing them.
not to forget, my current landlord could be my new landlord from the housing lists, if so they will assist with the moving. even if they aren't they may still assist with moving since it's an environmental issue detrimental to my health.
the problems are the result of other tenants smoking in the halls ( actually illegal ), spraying air freshener in the halls and wearing perfume/colone.
all 3 of which weaken my lungs making me more susceptible to getting lung infections.
Stupidity is a capital offense. A summary not indictable.
There are things you can do.
Dawnfyre there are things you can do. Get the AC filters changed to quality filters. Clean you home top to bottom. Dust with duster and spray. Clean the walls with wall sponges (these are cheap to buy and they work and get a small latter for the high walls and ceiling). Shampoo the rugs with a professional machine (you can rent these). Mop the bare floors with anti-bacteria cleaner. Clorox wipe clean your sinks, and counters. Clean you bathroom and scrub all the scum and build up out of the shower/tub, sink, toilet.
Given you lung problems, where a mask and vent the house as you do this. Or, hire people to do this.
Also, search for mold. Under sinks and any other place you can find. If you find mold have it tested. If it is the bad kind and your are a renter, your landlord will have a lot of explaining to do.
Possible help
You could try putting a small low volume intake fan in a window to create positive air pressure in your apartment. That would keep irritating smells and odors in the halls instead of infiltrating your space.

Ozone generator. You can get them new, with shipping, for about $65, and sometimes can rent them.
Basically, put it in a (cleaned) room, fire it up, close the door. Let it run for 30-60 minutes. Open the room up to air out. (it'll smell like ozone for a couple of days) Repeat in the next room.
This is what hotels use to clean the air from cigarette smokers smoking in 'non smoking' rooms, etc. I have one that I'm going to be putting in my car once I replace the recirculation driver.
Do not attempt to stay in the room while it's running, or when you're airing it out afterwards! The levels of ozone from the generator can be toxic, but quickly dissipate.
I'll get a life when it's proven and substantiated to be better than what I'm currently experiencing.
