that has got to be either an exaggeration or some sort of unethical procedure. I can't believe animals other than human ones have the need to alter their bodies - nothing else is as neurotic as humans.
I used to treat a dairyman, who looked after a herd of cows, which included a bullock, who came into be 'milked' with the rest of the herd. He lived with them for years - the farmer had a soft spot for him, until he fell and they had to destroy him. Apparently he would push his way into the milking palour and they had to pretend to milk him before he'd go out again.

Sex change for cats
It's not that uncommon, I've heard of it twice before. Neutered tomcats are prone to a condition that requires complete rebuilding of the urinary tract. This happens if they are fed a diet that is too high in mineral ash and they have certain complications related to neutering. The urethra in male cats is pretty narrow, neutered males tend to have an even narrower one and a high ash diet can cause scarring and further narrowing.
The easiest thing to do is just remove the penis and do enough plastic surgery to make the cat functional for urination. There is no attempt to build a vagina. But the cat will look female to a casual exam by a human. Calling it a sex change is sort of an expression of castration anxiety as humor by male humans. )

Sex change cats
Some friends had exactly that happen to their cat, "Pokey", and they called it a "sex change".
Pokey is a gender neutral name, so there were no legal name changes or anything like that involved. ;)

Maybe someone figures a neuter job is the same thing? Someone will have to watch this and let us know the story as I can't believe someone would do that to a cat (or any other animal).
