Trying to remember story title

All i can remember is a particular scene

Protagonist Ally Burns (Assistant Director of the Agency. i think)

Ally has to deal with a problem at a regional office of the Internet crimes investigation office

the lead agent has lent agents and equipment to other agencies, as he (if i remember correctly) doesn't see the department has a use in the agency.

Also i think there is some resentment as he sees Ally as an affirmative action hire by the Agency.
