Need Suggestions for Email Providers

I Need Suggestions for Email Providers, to replace ones I can no longer access.

I lost several email addresses for various reasons. One reason was, they had possibles security breach, and to get back in they send you a link to an alternate email My problem was that the alternate one has the same problem, and they point to each other, so I can't recover them. Doh!

One problem I ran in to when trying to make new accounts is, several main providers now require a cell phone number to make an account. I manged to lockout several "email address names" trying to do this with out putting a number in.

Several places I log in to, Like here(BigCloset), now have email contact addresses for me that are dead.*

I need suggestions. What legit providers do Not require a Cell Number? . . or serious ID checking?

Of course they are already scanning all our communications for keywords.
