Unnecessary keyword/category duplication

I just noticed some authors are using the "TG other keywords" to duplicate existing themes/elements, splitting up the categories unnecessarily. Everything with this keyword:

http://bigclosetr.us/topshelf/tg-other-keywords/body-swap

Probably should have that keyword removed, and this theme added to those stories:

http://bigclosetr.us/topshelf/tg-themes/body-mind-or-soul-ex...

And similarly, this:

http://bigclosetr.us/topshelf/tg-other-keywords/voluntary

fixed to this:

http://bigclosetr.us/topshelf/tg-themes/voluntary

There are probably other similar duplications in that huge other-keyword list, but going through that monster is daunting. :) Are there any available modules that help manage its growth, ways to prevent authors from adding useless keywords that really don't help categorize the story?
